How does WCF UDTF operate?
- represents forum views on civic issues of urban design policy, such as the LBMerton Development Framework
- assesses urban design issues local national and global at task force meetings feeding in from the Civic Forum
- enables regional forum workshops
- will chair neutral meetings on major development
- chair and MP meet quarterly with LBMerton to review progress.
- has no opinion on individual planning applications, but will raise issues
- does not correspond with individuals, but with local organisations.

Merton’s Core Planning Strategy: pre-submission representations 9th August – 30th September 2010

Merton’s Core Strategy was approved by full Council in July 2010 for submission to the Secretary of State following pre-submission publication (Reg 28).
As the Core Strategy has been prepared in close consultation with Merton’s communities, this is intended to be the final version. It is now being published with Merton’s Submission Core Strategy Sustainability Appraisal for a nine week period from 9th August to 30th September 2010 to allow a last opportunity for anybody to make representations.
The Core Strategy, Sustainability Appraisal and questionnaire are available via http://www.merton.gov.uk/living/planning/planningpolicy/ldf/core_strateg… and also libraries across the borough, and by post on request.
Every effort has been made to produce these documents as sustainably as possible. We are encouraging everyone who wishes to contribute to Merton’s Core Strategy – especially other government bodies – to submit their responses electronically via www.merton.gov.uk/planning or by e-mail to help save resources.
If you would like to receive a paper copy of Merton’s Core Strategy, please reply to this e-mail or phone us on 020 8545 3041 with your name and postal address.
Copies can also be collected from the Civic Centre from 9th August 2010. Responses must be received by no later than midnight on the 30th September 2010.
The representations will be considered in conjunction with Merton’s submitted Core Strategy which will be examined by an independent planning inspector. The inspector will only consider representations that relate to matters of legal compliance and soundness; this is explained in more detail on the questionnaire. If the Inspector considers the plan sound it can then be adopted as part of Merton’s statutory development plan.
Please let us know if you would like to be notified in writing when the Core Strategy has been submitted to the Secretary of State for independent examination or adopted as new planning policies by Merton Council.

Stage 2a ‘Additional Sites’ Consultation – South London Waste Plan Potential Sites and Policies: 8 February to 22 March 2010
Croydon, Kingston, Merton and Sutton Councils are now seeking your views on the ‘Stage 2a Additional Sites Consultation’ for the South London Waste Plan. Details about how to obtain consultation documents are found below.
The boroughs are working together to produce the South London Waste Plan in response to European, UK legislation and the Mayor’s London Plan which require more rubbish to be recycled, composted and treated in facilities close to the source of waste. Modern waste management facilities are needed to achieve this and help reduce the amount of rubbish sent to land fill.
The South London Waste Plan is a key planning document which will form part of each borough’s Local Development Framework (LDF). It will support the development of modern waste management facilities by:
Identifying suitable sites for the possible future development of modern waste management facilities across the four boroughs.
Identifying policies to govern and control the development of future waste facilities and help decide future planning applications in all partner boroughs.
Last year’s consultation
This is the third stage of consultation on the Waste Plan. During the summer and autumn of 2009, a major public consultation took place giving people an opportunity to have their say about a ‘shortlist’ of 28 sites across the boroughs of Croydon, Kingston, Merton and Sutton, that were considered potentially suitable for waste management facilities. The sites that appeared on this shortlist had been whittled down from an original ‘long list’ of 140 sites.
In addition to commenting on the suitability of the shortlisted and long listed sites, the consultation gave respondents the opportunity to put forward sites that had not been previously considered. Eight new sites were suggested by residents, landowners and waste operators which have been considered. These are:
- Land west of Hawkhurst Road, Croydon – Open area of land adjacent to Chessington Garden Centre, Kingston – Land to the south of Silverglade Business Park, Kingston – Land at the Hogsmill Valley, Kingston – Wimbledon Greyhound Stadium, Merton – Former gravel extraction works sites (the old Cemex site), Beddington Farmlands, Sutton – Wandle Valley Trading Estate, Hackbridge, Sutton – Land to the north of Jessop’s Way, Beddington, Sutton
We have assessed the suitability of these eight additional sites for waste management purposes. All eight sites scored relatively poorly and would not have made it onto the shorlist of sites considered in the previous stage of consultation in which you took part. These poor scores indicate that from a planning perspective, there would be obstacles to them being used for waste management purposes.
Residents and other interested parties are now being asked for their views on the site assessment and the possible use of these additional sites for waste management related purposes.
We welcome your comments on the eight sites identified in this Stage 2a consultation document. We are not asking for comments on sites identified in earlier consultations, nor inviting people to identify any further sites.

During the consultation period, the Stage 2a Additional Sites Consultation Document will be available for six weeks from 8 February until midnight on 22 March at the following locations:

What happens next?
To accommodate this extra phase of consultation, the final version of the South London Waste Plan is now due to be published in October / November 2010. It will contain planning policies for assessing future waste management applications and the list of suitable sites which could be used for such proposals. It will then be submitted to the Secretary of State for examination by an independent planning inspector.
